Job Description
CLS is looking for an experienced Recruiter local to the Houston, TX area to join our Staffing Department. The recruiter is responsible for delivering all facets of recruiting success throughout the organization. This will be achieved through the development of local and national recruiting plans, employing traditional sourcing strategies and resources as well as developing new, creative recruiting ideas. The Recruiter will play a critical role in ensuring managers are hiring the best possible talent, and CLS is the first service company at the clients’ door each time.
Essential duties and responsibilities include but are not limited to:
- Develop and execute recruiting plans for both sides of the business—project and client staffing. Will report regularly on progress toward goals and targets.
- Network through industry contacts, association memberships, trade groups, and employees.
- Administrative duties and recordkeeping, establishing relevant metrics for the industry and organization.
- Utilize social networking sites effectively and become the subject matter expert on linkedin, facebook & twitter as recruiting tools.
- Create job descriptions n collaboration with the staffing manager and HR.
- Assist in developing more efficient processes.
- Training new recruiters and helping develop their knowledge on right of way, survey, and archology.
- Efficiently and effectively fill open positions, measuring both time to find and time to fill along with standard reports.
- Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
- Develop a pool of qualified candidates in advance of need, i.e., ensure the people pipeline is sufficiently robust.
- Research and recommend new sources for active and passive candidate recruiting.
- Build networks to find qualified passive candidates by utilizing contacts, organizations, and the internet.
- Post openings in newspaper advertisements, with professional organizations, and in other position-appropriate venues, while maintaining tight budget control.
- Utilize the internet extensively for recruitment.
Qualification requirements: The requirements listed below are representative of the knowledge, skill, and/or ability required.
- Must live in the greater Houston, TX area.
- Must have 4+ years of recruiting.
- Must have experience in high-volume recruiting.
Education: Bachelor’s degree (B.A.) from four-year college or university; or 4 or more years in recruiting; or equivalent combination of education and experience.
Licensing:
- Must have valid driver’s license.
- Must maintain minimum automobile liability insurance in the amount of $100,000/$300,000/$100,000 or provide an approved indemnification agreement.
Computer skills: Must be proficient in Microsoft word, excel, PowerPoint and Outlook
Language skills:
- Ability to read, analyze and interpret general business, professional, and governmental policies, procedures, and regulations.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
- Ability to effectively present information in one-on-one and group situations to customers, clients and other employees of the organization.
- Must be able to write clearly and concisely to prepare reports, specifications, and correspondence.
Mathematical skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, percentages, and decimals.
Reasoning ability:
- Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to deal with problems involving several variables in standardized situations.

- Ability to multi-task and flexibility to change work priorities as needed.
- Available to work the hours necessary to accomplish the goals and deliverables of the company.

Work environment: this job will require a majority of work to be performed in a well lighted, temperature controlled, fast-paced office setting. Some activities may require overnight travel to field locations and client offices. There are frequent interruptions during the work day for impromptu meetings with various corporate employees, client calls and required weekly and other meetings.
