Job Description

CLS is looking for an experienced Project Solutions Manager local to Sugar Land, TX. The Project Solutions Manager’s role is to supervise the implementation and support of the CLSLiNK© application suite as it is used for CLS programs and project management. This position must be an expert in the functionality of CLSLiNK© and understand how it can be configured to capture the necessary data and processes to support CLS clients. The Project Solutions Manager will regularly meet with Sector leads, Project Directors, Project Managers, Project Controls, SaaS and Enterprise Clients to ensure CLSLiNK© is successfully meeting their needs.

Essential Duties and Responsibilities include but are not limited to:  

  • Support of the CLSLiNK application suite in support of CLS programs and projects including but not limited to configuration, troubleshooting, training, imports/exports, data migrations, and general consultation.
  • Owner of CLSLiNK Portal Setup Queue in Teams. Ensures all requirements and billing instructions are captured in the technology setup form and in the setup ticket. Works with GIS and VROW to ensure new instances of CLSLiNK are setup correctly before handing over to the project team. 
  • Monitoring and managing tickets in a ticketing system.
  • Understand and diagnose project related issues and be able to carry out necessary tasks to resolve issues.
  • Responds to requests from CLSLiNK technology SaaS clients and ensures they get completed. 
  • Collaborate with GIS and CLSLiNK support team for enhancements, feature requests and bugs.
  • Implements and maintains project reporting, performs data management and QA as needed. Will escalate complex reporting requests to the CLSLiNK support team. 
  • Must maintain strict confidentiality of company information and company records.
  • Displays sense of urgency and understanding of project deadlines.
  • Proofreads with a keen eye for details to ensure accuracy and completeness of documents, reports, and data.
  • Work with office staff to ensure a healthy work environment.  Must be able to work effectively and professionally with project staff as well as clients.  
  • Travel to project offices as required.  Travel anticipated to be approximately 5% of the time but may fluctuate depending upon project timelines and needs.
  • May be required to assist with other duties not documented.

Technology Client Management:

  • Serve as consultant and coordinator for SaaS and existing Enterprise technology clients.    
  • Meet with IT group on a regular basis to discuss and plan technology initiatives involving both groups. 
  • Work with Project Controls to ensure contracts, budgets and project metrics are properly managed.
  • Lead technology product demos for proposals and sales pitches. Collaborate with GIS and Project Services to maintain a relevant and operational demo site in support of all sectors. 
  • Monitors and assesses financial performance and risk management of technology implementations. 
  • Consulting and training of SaaS and Enterprise clients on the CLSLiNK© Application suite.  Instruct these clients on how best to utilize the software for their environment.      
  • Work with the CLSLiNK and PDI departments to ensure our training material is up to date and made available to all those who can benefit from it. Also work with these departments to find gaps in our training material and work to fill the gaps. 

Department Management:

  • Must lead by example and mentor resources within the Project Solutions and VROW teams.
  • Establish goals with employees and ensure completion of all employee reviews. 
  • Determine and assess individuals and skill levels, prepare and implement personnel improvement programs for individuals not meeting expectations.    
  • Attend Corporate Management Team meetings and events as required.
  • Approve PTO requests, timesheets, monitor attendance and keep daily logs of incidents as they occur.
  • Monitor quality, production levels and utilization of department and department members.    
  • Interview potential employees who make it through initial screening interviews.
  • Discipline and possible dismissal (only with oversight of HR) of employees.    
  • Assist in coordinating all assignments for the Project Solutions team.
  • Attend management courses or other certification trainings as required.
  • Assist Project Solutions Director and VP in the development of financial planning and operational processes to meet Company goals.
  • Communicates clearly and directly with employees concerning performance expectations, productivity, and accountability

Technical Skills:

  • CLSLiNK© Application Suite and Reporting Suite
  • MS Office Suite including Word, Excel, Access, and Visio
  • MS Teams, MS SharePoint
  • Ticketing Systems (Service Desk, Target Process, MS Planner)
  • Deltek Vision and Vantage Point
  • Database experience is a plus
  • Experience with software API’s is a plus

Accountability:

  • This position is responsible for the support of all Project Solutions department staff and assisting them in the understanding of all CLS policies and procedures. This position will be accountable for varied levels of personnel based on the current project and department needs.

Qualifications (minimum and preferred requirements):

  • Must have 3-5+ years of experience working in a relational database application.
  • Must be local to Sugar Land, TX
  • CLSLiNK experience and basic understanding of mapping applications is a plus.
  • Must have a working understanding of database tables and relationships between them. SQL experience is not required but is a plus. 
  • Must have experience with process automation. 
  • Previous experience in the Land Services industry is a plus (ROW, Survey, Title, Permitting)
  • Must be okay with a hybrid schedule. 

Education and Experience:

  • High School Diploma Required, College Degree a plus
  • Ability to effectively communicate with clients, project management and field personnel. 
  •  Ability to meet deadlines, occasionally work overtime on short notice. 
  • Must have strong Microsoft Office skills, specifically Excel, Word, Teams and SharePoint.
  • Well-developed communication skills (phone etiquette, grammar and personal interaction).
  • Proficient with common mathematical terms and calculations.
  • Ability to carry out instructions furnished in written, oral, or diagram form. 
  • Ability to identify and assess problems and formulate solutions.
  • Must be comfortable learning and applying new technology.
