Job Description
CLS is looking for a Land Manager on behalf of Paragon Partners (a CLS Company) local to Los Angeles, CA. The Land Manager performs a range of right of way related work to support Utility and Energy projects. The work progresses from administrative and basic support work to complex, politically sensitive, multi-disciplined transactions and project management functions, with an emphasis on scope, budget and schedule management. The Land Manager will be responsible for preparing project scopes, estimated costs, budgets, schedules and team organization. The Land Manager will perform tasks that require specific care and experience, as well as coordinate the project team & subconsultants. The Land Manager is responsible for maintaining positive client relations, as well as managing expectations and deliverables. They will mentor and train the project team as applicable for any given project, client, regulations and procedures to be followed. They will review and understand easement documents, temporary easement agreements, title reports, vesting deeds, various agreements and contracts, appraisal/valuation reports, offer package requirements, negotiation strategies and other client requirements
Essential Duties and Responsibilities include but are not limited to:
- Represent the company in a professional and competent manner with the client.
- Complete all assigned tasks on time, within budget while maintaining high professional standards and client satisfaction.
- Lead project teams, develop scope, budgets and cost estimates for projects.
- Responsible for delivering development projects of varying size and complexity.
- Responsible for managing and executing all project activities.
- Attend regularly scheduled client meetings (in person and /or virtual)
- Review and understand project/property/owner/tenant specific information; project maps, engineering designs, title reports, vesting deeds, property profiles, appraisals (including Review, Valuations), estimates, budgets, and schedules.
- Manage the preparation of offer packages, all land rights contracts, or other related agreements.
- As applicable, present offers, negotiate and justify proposed settlements for clients/files.
- Effectively and accurately communicate relevant project information, objective and goals, to the project team.
- Manage the preparation of relocation plans, notices, entitlements, referrals, calculations and administer various programs as applicable.
- Provide QA/QC on all project components.
- Review project team timesheets for accuracy and compliance with scope of work and contract constraints.
- Update company/management regarding scope changes, potential over-run of budget, schedule constraints or other project/contract specific issues.
Non-Essential Functions:
- Update and maintain reports, databases, file information and diaries accurately and in a timely fashion.
- Coordinate meetings with clients, property owners, tenants, subconsultants and other stakeholders as needed.
- Coordinate project agreements, contracts, receivables, subconsultant deliverables, etc.
- Track & manage specific tasks pertinent to each project.
Qualification Requirements (minimum and preferred requirements)
- Must have 5+ years of Right of Way/ Real Estate experience.
- Must be local to Los Angeles, CA (No per diem available)
- Must have 1-3+ years of Land Management experience.
- Prior Utility/Transmission experience is a plus!
- Project Management Professional (PMP) certificate is preferred!
Desired Education and Qualifications:
- Valid California driver’s license or equivalent.
- Four (4) year college degree, and a minimum of five (5) years of right of way or real estate industry experience -or- High School diploma and a Project management Professional (PMP) Certificate and a minimum of ten (10) years of qualified experience in right of Way Project Management preferred.
- Project Management Professional (PMP) Certificate preferred.
- Five (5) or more years’ experience in a right of way environment preferred depending on the level of secondary education.
- Flexible to an estimated field time of 10-30%
- Demonstrates a high level of experience in reviewing and understanding a variety of project maps and designs (e.g. engineering, plan & profile, utility, plot plans, subdivision maps, record of surveys, etc.)
- Demonstrates a high level of experience and understanding of various types of right of way projects.
- Demonstrates a high level of knowledge of real estate practices and principles, including encroachments, prescriptive, mineral, water & aerial rights.
- Very experienced with acquisition & relocation documents, notices, processes and procedures.
- Experienced in reading and understanding legal descriptions and exhibit maps.
- Must have strong oral and written communication skills, and be customer focused.
- Must be able provide clear direction to project team, communicate clients’ business needs, and interface effectively and/or collaborate with others.
- Demonstrate excellent interpersonal skills to build relationships with others.
- Demonstrated ability to accurately analyze information and provide advice, solutions and recommendations on decisions.
- Must demonstrate the ability to take initiative and accountability for the accuracy of information and for achieving results.
- Demonstrate a high level of experience planning and organizing workload, adjusting to changing priorities, and working well under pressure with minimal supervision.
- Must be self-reliant, capable of working in the office, field and on assignment.
- Must be proficient in Microsoft Word, Excel, and basic database management systems.

Pay Range (based on experience): $120,000 – $150,000
